how to get the cruise ticket

I've tried everything and I can't seem to get one I checked all the stores and I kept talking to the cruise guy the only thing that pops up is no I don't have one what am I suppose to do?!

Bribe the sailor 400, and you have acess to cruiser when it is in habour, but be careful, get off before it leaves, else they throw you in water, and you end in hospital with frozen nuts...Dont be carried away in blackjack, keep an eye on the clock...
