Did a quick search but didn't see the information anywhere. Is it added to the girls in the building, or like a max effective cap for the girls inside?

Sex appeal is the what sex appeal clients visting that building want the girls to have. For example Hut by The Golden River, the first building, has a client sex appeal of 11. Meaning if you put a girl with a sex appeal of 40 there you will not make as much money.
