How exactly does delivery deals requirements work?

Question

Sometimes I get really good deal but apparently no girl is good enough for it. For example, the requirement is Temper Above 50. I have girls with that, but they can't be assigned for the job anyway. The other line of the deal says Sex Appeal 50%, what exactly does that mean? Is that she need Sex Appeal 50, or 50% of what? And if it indeed means 50, why is there the % thing, just to confuse people? :-)

when she wants a girl with sex appeal 90%, it means the deal requires a girl with at least 90 sex appeal.
