Any tips on getting Foot Licking Master skill?

I've been trying to get the cougar skill "Foot Licking Master" by winning blackjack but so far I haven't gotten it after a lot of tries. Any tips on how you can get it?

Does anyone have more info on this? I too have tried multiple times and yet I haven't succeeded. (And I know I really shouldn't comment on it, but some typos are just hilarious!

Yep, I don't get this result.   Is there a minimum level, some piece of gear  you have to have, some minimum amount you have to win, some specific cougar  you need to please?   I tried simply pleasing a random cougar and then winning a single $100 bet and cashing out, leaving the ship, no additional skill.
