well leveling up requires both a set amount of dick size increase and mojo boost early on I had times where my dick size hit the required level up mark before you have the required mojo I have had times where I managed to level up and was already well on my way to the next level and for the last 25 to 30 levels I have needed no mojo to level up to the next level also It seems like there was a time or 2 where during the "tutorial" where I was unable to hit the next level to I purchased the next thing that the game required but it's been a while since then so i am not 100% sure about the tutorial comment.
