It basically tells you who gets to do what. For instance you wouldn't want just anybody being able to start a war or recruiting etc. So the check marks basically assigns them rights of how much control the different levels of the gang has. Boss should have full access 2nd in command etc. Its just like the military ranks. A private wouldnt call the same shots as a general.
