Why the best gigolo tools are useless in filming

I managed to get the best 3 gigolo tools (make her bi spray, kama sutra dice and whip) and when I want to use them in the movies, surprise!

The best ones have the lowest chance of success with the bi spray at 26,9%.

How do I increase that chance or I just spent a fortune on them for nothing?

Level up. I have noticed as you level up and or as actresses level up the stats change. Same with locations that will have high chance of getting arrested will become easier to film at. Looks like it is built in way prevent people from ignoring lower level just buy highest level equipment and jump ahead.

I think I did the same thing and saved for the higher level whip and it only gave 20-30 % chance and films sucked. Leveled up several times using lower level equipment and buying up as I went and now whip is 40-50% chance, along with higher quality.
