How do I take "Pimp" classes, when Big D won't let me in the room ?

The tutor told me to buy a gun, and visit Big D. When I attempt to buy a gun, the tutor tells me it's "out of my league" and that I have to take more "Pimp" Classes. Big D won't allow me to take "Pimp Classes".
