how is it that a high level can raid me but i cant raid a low level

Question

i am level 54 some dude of level 94 raided me twice. i tried to raid someone of level 45 and they said the opponent is to weak!

how is it that a dude that is 43 levels stronger than me can raid me but i cant raid someone who is 9 levels below me? what the fuck?

it can't be possible, sure he is level 94? if you see in the mirror of your home, where show your data and skills, there is a [?] symbol, click it and get a table of minimum levels everybody can fight (CF, raid or sabotage)

if really he is lvl 94, ask developer for bug, using the "Report a bug" message, bottom right of whole screen
