when i date average or higher level girls i select end the deal when it turnes in to green. but i can't get the girl and it says "i must tried bit harder" then i kept selecting different answers after the end the deal turned in to green. but still i can't get girls. what else should i do to get average or higher level girl??

Maybe you should give them a gift (according to their level, beware divine girls ask for CC gifts).

In general when the make the deal option turns into green (around 50%) you have a good chance for making her a fuck buddy. But the success is still random. Only when you reach 100% you can be sure (in most cases for higher class girls done by CC gift). Giving the wrong answers (not fitting her temper) is not increasing your chances.
